GSA’s Office of Fleet Management enables federal fleets to incorporate cutting edge technology to improve their vehicle fleet performance. The latest innovations involve making Telematics solutions available to federal agencies through both original equipment manufacturers and aftermarket service providers.

So what is telematics and why is it important to federal fleets? Telematics is broadly defined as technology that combines telecommunications and information processing to send, receive, and store data related to remote objects, such as vehicles. Telematics is important because the new Executive Order (EO) 13693 – Planning for Federal Sustainability in the Next Decade, requires agencies to deploy telematics as a strategy for improving fleet efficiency and reducing greenhouse gas emissions. GSA’s Office of Fleet Management offers several solutions that will facilitate agency compliance with meeting the mandates contained in the executive order.  

Over the last several years, advances in on-board vehicle diagnostics, cellular technology, and Global Positioning System receivers improved the systems used for vehicle data collection, recording, and transmitting.  Advances in vehicle telematics are assisting fleet managers with improving operational fleet efficiency. Deploying telematics provides agencies enhanced visibility into fuel consumption, establishes vehicle use patterns at the asset level and encourages modified driving behaviors; all of which can be levers used to improve fleet performance.

At the forefront of fleet technology, GSA’s Office of Fleet Management has been offering optional aftermarket telematic devices for GSA leased vehicles since 2007. Recently, we leveraged our purchasing power and updated our offerings by awarding a new government-wide Blanket Purchase Agreement (BPA) which provides the latest in telematics technology at competitive prices. This new offering is specifically designed to assist federal agencies with meeting sustainability mandates.

The BPA was awarded to AT&T on September 30, 2015 and is open to all federal agencies. Two levels of service are offered, GPS Tracking Only and GPS Tracking with Vehicle Diagnostics. GPS Tracking Only provides data on vehicle speed, location, idling and utilization. GPS Tracking with Vehicle Diagnostics is a more robust offering that provides all of the same data plus maintenance, fuel consumption, and emissions information. The rates for these services have been pre-negotiated to allow for simple, streamlined ordering.
