GSA continues to advance its Services Marketplace by improving and expanding offerings supporting services acquisition. We are aligning around how we roll out new contracts, administer our current programs, and provide digital tools to support buyers and suppliers of services. As part of this work, we are excited to share information about two new GSA flagship contract programs — Alliant 3 and OASIS+ — that will be competed next year.
These new service offerings will enable our federal agency customers to continue to deliver on their missions to the American public. Alliant 3 will meet agencies’ IT service requirements, while OASIS+ will support agencies’ non-IT integrated service requirements. The Alliant 3 draft RFP was released on October 19th and can be viewed at sam.gov. We will release the OASIS+ draft RFP in the first quarter of FY23.
Alliant 3 will be a competitively awarded, multiple-agency indefinite-delivery indefinite-quantity (MA-IDIQ) governmentwide acquisition contract (GWAC). Like the earlier Alliant 2, Alliant 3 is an unrestricted Best-In-Class (BIC) contract that provides comprehensive and flexible IT solutions worldwide.
It will give federal agencies access to best-value IT solutions and strengthen opportunities in federal contracting for small businesses through enhanced small business subcontracting requirements.
Building on the success of GSA’s OASIS contract, the OASIS contract program will be competitively awarded as indefinite-delivery indefinite-quantity (MA-IDIQ) multi-agency contracts (MACs).
The new program will include five distinct small business socioeconomic contracts and one unrestricted contract:
- Total Small Business (SB)
- HUBZone (HZ) Small Business
- Service-Disabled Veteran-Owned Small Business (SDVOSB)
- Woman-Owned Small Business (WOSB)
- 8(a) Small Business
- Unrestricted (U)
OASIS+ is being developed to meet the standards of a BIC contract, offering federal agencies worldwide access to highly qualified contractors for integrated non-IT services.
Both contracts have the same high-level goals:
- Meet federal agencies’ complex services requirements through highly qualified contractors and a streamlined buying experience.
- Improve the selling experience by expanding access to BIC contracts for highly qualified contractors while increasing small business opportunities at both the master and subcontracting level.
- Reduce acquisition burden for both government and industry.
Both contracts also offer the same benefits:
- Establish price at the order level by using our Enhanced Task Order Competition (876) authority.
- Allow for both commercial and non-commercial services and orders of all types including:
- fixed price,
- time and material,
- cost reimbursement, and
- Capitalize on improved systems and tools for proposal management, and task order market research, evaluation, and management.
In February 2022, we outlined the steps we are taking to improve governmentwide services acquisition. Since then, we’ve made significant progress on several other fronts.
Just last month, PSHC launched a single Delegation of Procurement Authority (DPA) training for our OASIS and HCaTS contracts. Also this year, ITC released a series of Request for Proposals (RFPs) for Polaris, GSA’s new small-business-focused governmentwide acquisition contract (GWAC).
