New OASIS+ Multi-Agency Contract
Notice: GSA’s Office of Professional Services and Human Capital has released the final requests for proposals for the OASIS+ multi-agency contract (MAC) Program on SAM.gov.

This action constitutes an official request for proposals from the U.S. Government. The electronic solicitation documents, as posted on SAM.gov, shall be the "official" documents for this solicitation. In the event of a discrepancy between the electronic solicitation documents, as posted on SAM.gov, and the OASIS+ Submission Portal, the electronic solicitation documents on SAM.gov, shall take precedence.
Important notes
- Pre-Proposal Conference. An optional pre-proposal conference is available SAM.gov. The recording may also be accessed via this YouTube link. The final solicitations include a cover letter that highlights parts of the RFPs and provides guidance on how to navigate the RFPs. It has information about when specific functionality for submissions will be enabled in the system for proposal submission.
- OASIS+ Submission Portal. GSA will be using the Symphony Procurement Suite, which is also referred to as the OASIS+ Submission Portal (OSP), for proposal submission and evaluation.
- OASIS+ Submission Portal Training. A recorded OSP training is accessible via YouTube link. GSA is also hosting optional OSP webinars to address frequently asked questions. Specifics can be found on SAM.gov and the OASIS+ Interact Community
- Amendments. GSA has issued four Amendments to the OASIS+ solicitations as of September 14, 2023.
- first was issued on July 5, 2023,
- second on August 15, 2023,
- third on September 5, 2023, and
- fourth on September 14, 2023.

- Solicitation Questions. On July 14, 2023, GSA officially closed the question and answer (Q&A) period for all six OASIS+ RFPs. The agency received more than 4,500 questions. Due to the variety and differing levels of complexity of questions received, PSHC is releasing responses in phases throughout the month of August. Check SAM.gov and OASIS+ Interact Community for regular updates
