Packaged Furniture Program - Industry Guidance and Resources
The Packaged Furniture Program utilizes Contractor Teaming Arrangements (CTAs) that have already been established at the Schedule Level. The schedule level CTAs may be supplemented at the order level as needed. In this arrangement, the Packaged Furniture Program contractor serves as the primary point of contact for buyers with the ability to provide a total furniture solution from multiple furniture manufacturers depending on the agency’s requirements. This provides the buyer with the added benefit of meeting more complex furniture & furnishings requirements with a single contract under a turn-key solution.

- Packaged Household Dormitory and Quarters Furniture (SIN 337121P)
- International Packaged Furniture (SIN 337127P)
- Packaged Office Furniture (SIN 33721P)
- Packaged Healthcare Furniture (SIN 339113P)
Important Changes Applicable to Packaged Furniture Subcategory (March 2022)
GSA Multiple Award Schedule (MAS) Solicitation 47QSMD20R0001 - Refresh # 10 and an associated mass modification (mass mod) will be issued to all existing contract holders on March 31, 2022. Changes applicable to the Packaged Furniture Subcategory (C07) include:
- Revise Packaged Furniture Subcategory Instructions.
- Require the establishing of schedule-level Contractor Teaming Arrangements (CTAs) under the Packaged Furniture Subcategory to meet order requirements. NOTE: Existing contractors will have 180 days to incorporate these changes.
In summary, prior to March 31, 2022, Packaged Furniture vendors were considered prime contractors for all packaged requirement orders placed under their MAS contract. As prime contractors, packaged vendors were solely responsible for the delivery of all supplies and services as specified in packaged requirement orders. After the March 31, 2022 Solicitation Refresh, Packaged Furniture vendors are considered Team Leads for all packaged requirement orders placed under their MAS contract. As Team Lead, packaged vendors are responsible for the performance of services as specified in packaged requirement orders. Contractor Teaming Arrangement (CTA) partners are considered Team Members. As Team Members, CTA Partners are responsible for the delivery of supplies as specified in packaged requirement orders.
