GSA offers a full spectrum of highly complex Human Capital Management, Administrative Support, Social Services, and Equal Employment Opportunity (EEO) services. Offerings reflect the approved OMB/OPM Human Capital Business Reference Model.
The enhanced Human Capital Management Category will make it easier for customers to identify specific HR service providers. It expands opportunities for small businesses by leveraging a vendor pool with 60 percent designated as SB. The Category complements the new Human Capital and Training Solutions (HCaTS) vehicle which is designed for more complex or customized requirements through several contracting methods, including Cost-Plus.
