OASIS Training and Scope Review

The OASIS Program offers two main types of training:

Before issuing task orders using OASIS or OASIS SB, Federal Contracting Officers (COs) must complete training and receive a Delegation of Procurement Authority (DPA). Training sessions last approximately 90 minutes and some venues will offer Continuous Learning Points (CLPs).

What does the training cover?

  • Basic Contact Information;
  • Scope;
  • Ordering process;
  • Roles and responsibilities; and
  • Resources.

Who should attend?

1102 Series Personnel only. This includes:

  • Contract Specialists (CSs);
  • Contracting Officers (CORs); and
  • Contract Review Officials.

This is nonmandatory training about the overall structure, features, and benefits of the OASIS program. Training sessions last approximately 60 minutes.

What does the training cover?

  • Program Overview;
  • Scope;
  • Features;
  • Benefits; and
  • Resources.

Who should attend?

All non-1102 Series Personnel. This includes:

  • Contracting Officer's Representatives (COR);
  • Program Managers (PM) and staff;
  • Business Development Representatives; and
  • Customer Account Representatives.

To Attend Training

OASIS offers monthly DPA training webinars. Review upcoming training dates and register by filling out all required fields. Once registration is approved by the OASIS staff, you will receive an email confirmation for the upcoming class.

To request live training for 25 or more people email OASISDPA@GSA.Gov. When arranging training for a group, please indicate how many plan to attend in the email.

Optional Pre-Award Scope Review

GSA offers a scope review capability that analyzes the scope and Pool assignment of your proposed OASIS (Unrestricted) or OASIS Small Business (SB) task order requirement. This service can help reduce the risk of protest and a benefit of working with GSA.

To request a scope review you must:

  1. Complete the attached OASIS Scope Review Request Form (OSRRF) [DOCX - 71 KB]. Save and rename the file using the Project Name. Use the attached NAICS code definitions [PDF - 77 KB] document to help you complete the primary NAICS on the OSRRF.
  2. Complete your Statement of Work (SOW)
  3. Complete your Independent Government Cost Estimate (IGCE) using your Agency’s government estimate with labor categories and hours template or generated using the OASIS Estimating Tool
  4. Email the completed OSRRF, SOW and IGCE to Use the same project name used in the completed OSRRF for the email subject line.

We cannot complete the scope review until the completed OSRRF, SOW and IGCE have been received. Note: If you do not hear back within five (5) business days of submitting all documents, email for an update.
