Schedule 738 X | Human Capital Management and Administrative Support Services


Schedule 738 X addresses the full spectrum of highly complex Human Capital Management, Administrative Support, Social Services, and Equal Employment Opportunity (EEO) requirements. It features a pool of experienced vendors who hold a 5 year IDIQ Firm Fixed Price contract.

GSA recently added 10 new Special Item Numbers (SINs) to MAS 738 X to align its structure with the U.S. Office of Personnel Management’s Federal Human Capital Business Reference Model. As a result, Schedule 738 X was renamed to Human Capital Management and Administrative Support Services to reflect its offerings and new enhanced features. The current SIN 595-21 (Agency Human Capital Strategy, Policy, and Operational Planning) was expanded.

The enhanced MAS Schedule 738 X will make it easier for customers to identify specific HR service providers. It expands opportunities for small businesses by leveraging a vendor pool with 60 percent designated as SB. The refreshed Schedule 738 X complements the new Human Capital and Training Solutions (HCaTS) vehicle which is designed for more complex requirements through several contracting methods, including Cost-Plus. The Schedule option offers an à la carte menu of specific services. It also has provisions for time and material, labor hour contracts, and traditional Firm Fixed Price services. Schedule 738 X offers a wide range of green solutions to assist with your sustainability efforts, including:

  • Web-based automated recruiting;
  • Online telehealth and rehabilitation and consulting services;
  • Electronically processed pre-employment screening services; and
  • HR-specific training and consulting, as well as planning and integrations services.
