Enhanced SINs for Schedule 75

GSA’s new and improved MAS 75 features two new and Enhanced Special Item Numbers (SINs). They are purchasing channel solutions that help federal customers achieve significant savings on their office supply purchases. The awards are the result of a collaborative team effort among customer agencies across the federal government.

The new MAS 75 Enhanced SINs will include all of the improvements that made FSSI OS3 a Best In Class solution. By combining the two current solutions (Legacy MAS 75 and FSSI OS3), this new solution will provide an opportunity to achieve significant savings and meet sustainable acquisition and other socioeconomic goals. A major objective of the new solution is to increase opportunity for small business participation by at least 5 percent.

Additional Benefits of Enhanced SINs

  • Capturing economies of scale;
  • Consolidating orders with the new delivery order discounts feature and save as discounts are triggered on individual orders;
  • Ensuring compliance with applicable regulations to include the AbilityOne program, sustainable purchasing requirements, and the Trade Agreement Act;
  • Fostering markets for sustainable technologies and environmentally preferable products;
  • Simplifying data collection and enhancing transparency by enabling agencies to better manage expenditures and measure cost-savings;
  • Aligning purchasing with existing agency procurement practices;
  • Enabling achievement of socioeconomic goals;
  • Providing ease of ordering; and
  • Providing point of sale compliance, ensuring that purchase card users automatically receive the MAS 75 price.

In addition to the new Enhanced SINS, GSA will also be reopening the following MAS 75 Legacy SINS:

  • 75 200 - Office Products
  • 75 85 - Restroom Products
  • 75 210 - Office Services

Technical Requirements

The new enhanced SINs for MAS 75 will incorporate higher-level technical evaluation factors to raise standards. A contractor must meet the following technical go/no-go requirements:

  • AbilityOne-certified Distributor;
  • Demonstrated ability to meet all environmental reporting and green product requirements;
  • Demonstrated system to remain compliant with the Trade Agreements Act;
  • Currently be able to provide point of sale discount for all contract orders;
  • Agency-defined reports at no additional cost;
  • Standard delivery anywhere CONUS within 4 business days for SIN 75 220;
  • Standard delivery OCONUS within 7 business days for SIN 75 280 in the oversea service area;
  • Demonstrated ability to provide Fill or Kill status;
  • Satisfactory past performance; and
  • Submission of completed Subcontracting Plan, if applicable.

Enhanced SINs Descriptions

75 220—Enhanced SIN For Office Products & Services / Office Supplies 4th Generation (OS4)

Offerors may offer their entire commercial catalog, or may offer a select, limited line of office products. Office products include, but are not limited to items such as:

  • Pens
  • Pencils
  • Copy paper
  • 3D printing filaments and resins
  • Binders
  • Tape
  • Envelopes
  • Shredders
  • Computer tape
  • Ergonomic workstations products
  • Optical disks
  • Flash drives
  • External hard drives
  • Physical storage
  • Security, protective and related ADP supplies
  • Toner cartridges

This SIN also includes all commercially available services related to the support of office products. Optional services include, but are not limited to:

  • Desktop delivery
  • Secure desktop delivery
  • On-site stores
  • Walk-in stores
  • Customizing
  • Imprinting services

75 280—Enhanced SIN For Overseas Office Products & Services / Office Supplies 4th Generation (OS4)

This SIN covers items for use only in overseas destinations. (Items that will be delivered within the United States shall be offered under one of the other SINs, as appropriate). Items offered under this SIN shall comply with one of the other SIN descriptions in this schedule, excluding any performance test requirements.

The offering of office products/supplies and services listed in the firm's commercial office supply catalog. Offerors may offer their entire commercial catalog, or may offer a select, limited line of office products. Office products include, but are not limited to items such as:

  • Pens
  • Pencils
  • Copy paper
  • 3D printing filaments and resins
  • Binders
  • Tape
  • Envelopes
  • Shredders
  • Computer tape
  • Ergonomic workstations products
  • Optical disks
  • Flash drives
  • External hard drives
  • Physical storage
  • Security, protective and related ADP supplies
  • Toner cartridges
