GSA ORDER
SUBJECT: Civil Rights Handbook (Full PDF Format)
1. Purpose. This Order issues and transmits the Civil Rights Handbook which sets forth the General Services Administration’s (GSA) policies and procedures for implementing internal and external civil rights programs.
2. Background. Pertinent laws, including the Title VII of Civil Rights Act of 1964, as amended, the Age Discrimination in Employment Act of 1967 (ADEA), Section 501 of the Rehabilitation Act of 1973, the Equal Pay Act of 1963 and the Civil Rights Act of 1991, prohibit discrimination and harassment on the basis of race, color, religion, sex (including pregnancy), national origin, age (40 or older), disability (mental or physical), retaliation for participation in the Equal Employment Opportunity (EEO) process or opposing a discriminatory employment practice (reprisal), or genetic information. GSA is responsible for promulgating policies for processing individual and class complaints of discrimination and for establishing an Alternative Dispute Resolution (ADR) program in an effort to reduce the number of EEO complaints and encourage early resolution.
In addition, GSA is responsible for ensuring that recipients of Federal financial assistance comply with Title VI of the Civil Rights Act of 1964, as amended; Section 504 of the Rehabilitation Act of 1973, as amended; Age Discrimination Act of 1975; Title IX of the Education Amendments Act of 1972, as amended; and the Federal Property and Administrative Services Act of 1949, as amended.
