Leveraging the Federal Government’s buying power through GSA’s Multiple Award Schedule (MAS), also known as the “Federal Supply Schedule” is a procurement option often overlooked by public institutions of higher learning. GSA offers severalprograms which eligible institutions can access to maximize their procurement dollars. GSA’s Cooperative Purchasing Program (COOP) offers access to pre-certified, highly secure IT products and services. GSA Disaster Purchasing (preparation, response, recovery) offers access to the Federal government’s certified emergency preparedness, response and recovery marketplace and vendors. GSAXcess® offers surplus Federal property for eligible organizations.
GSA recognizes the value that institutions such as HBCU, HSI, and TCU provide to our nation and we seek to ensure these institutions have equal access to GSA contracting programs to purchase products and services. Advancing the interest of these organizations has a direct impact on our efforts to ensure equity and support underserved communities. For this reason, we are conducting a special webinar for HBCU, HSI, and TCUs to share information on how they can access and maximize their purchasing opportunities at GSA. This comprehensive training course will include Cooperative Purchasing contracting and ordering procedures (IT related categories), Disaster and Security services and products, and a brief overview of GSAXcess®-the gateway to obtaining surplus Federal property. Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.
Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
