HCaTS has been designated as a best-in-class (BIC) solution for Human Capital and Training Solutions per OMB memo 17-22. The program consists of two strategically sourced, IDIQ government-wide contract vehicles: HCaTS and HCaTS Small Business (SB). Both vehicles provide flexible, fast, and efficient ways for federal agencies to obtain customized solutions for their human capital management and training requirements.
