FAS Program Management Office for Emergency Management (EM PMO)

The Federal Acquisition Service (FAS) Program Management Office for Emergency Management (EM PMO) is part of the Office of Transportation and Logistics (TTL). The EM PMO serves as a partner to the Federal Emergency Management Agency (FEMA), GSA's Office of Mission Assurance (OMA), and GSA's Regional Emergency Coordinators.

FAS combined three primary emergency functions under the EM PMO as part of the January 24, 2011 GSA Order consolidating FAS emergency management functions. The EM PMO provides emergency resource support to FEMA and is the liaison to OMA for the planning and oversight of the FAS Continuity of Operations (COOP) and Continuity of Government (COG) plans.

Under the National Response Framework, GSA and FEMA are co-leaders of Emergency Support Function # 7 (ESF-7), Logistics Management and Resource Support, which provides assistance and coordination of resources, and performs logistical operations as part of the federal disaster response and recovery effort. As co-lead of ESF-7, GSA provides resources to FEMA for federal agencies, and state, tribal and local governments that need support prior to, during, and/or after emergencies.

The EM PMO manages the FAS ESF-7 emergency support effort both during activation for emergencies and through a wide range of steady state activities in between emergencies. During steady state posture, the EM PMO provides ESF-7 emergency support through training, pre-planning, strategy formulation, standard operating procedure development, creation of contingency acquisition vehicles and enhancement of communication channels.

When activated for an emergency, the EM PMO oversees the FAS Emergency Support Teams, which work together to provide a variety of commodities and services as resource support to FEMA. The EM PMO leverages the expertise and supply chains of Office of General Supplies and Services (GSS), and coordinates with other FAS business lines to procure and deliver emergency supplies and services such as hygiene kits, cots, blankets, generators, meals, water and shelter support equipment and services. The EM PMO also partners with TTL programs to mobilize support for emergency lodging, rental vehicles and freight shipping services.

All requests for FAS emergency assistance should go through the EM PMO to prevent duplication of efforts across the agency. The EM PMO is also responsible for tracking all FAS emergency support for the GSA Administrator.
