Bibb Named Acting Administrator for GSA

David L. Bibb, deputy administrator of the U.S. General Services Administration, will begin heading the agency as acting administrator effective November 1, 2005. Agency officials made the announcement October 19.

“I’m looking forward to continuing the fine work we have been doing at GSA under the leadership of Administrator Perry until the position is filled on a permanent basis,” Mr. Bibb said. “GSA is making great strides in meeting the needs of all federal agencies for excellent acquisition services which are reliable, consistent and fully compliant. Today, GSA is playing a critical role supplying products and services to federal relief programs in the Gulf Coast and keeping our Armed Forces supplied with what they need as our soldiers serve around the globe.”

“David has been a partner to me in all that we have been doing at the agency to bring needed changes in order to better serve our federal customers,” said GSA Administrator Stephen A. Perry.” I have no doubt he will serve the agency and our customers well as acting administrator.” In early October, Administrator Perry announced his intention to step down October 31. Perry assumed his position as the agency’s administrator in May 2001.

As the second-ranking official at GSA, Bibb has worked closely with Administrator Perry and other members of the GSA senior leadership team. He is a key leader of the “Get It Right” program, developed to ensure the proper use of GSA contracting vehicles and services. Bibb remains an advocate of the citizen services aspect of GSA’s mission and is a key player in all management issues, taking a lead role on property management controls and the President’s Management Agenda.

In addition to his responsibilities at GSA, Bibb serves in these capacities:

  • Board member, National Capital Region Combined Federal Campaign
  • Vice chair, U.S. Access Board
  • Chair, Guidance Committee of the Workplace Network
  • Representative, National Advisory Council of the Building Owners and Managers Association of America

A GSA veteran of almost 34 years, Bibb was appointed deputy administrator in December 2003. He joined GSA’s Atlanta office as a management intern in 1971. Since then he has been named to several executive level positions including deputy commissioner and assistant commissioner for planning, both within GSA’s Public Buildings Service.

Bibb also served as deputy associate administrator for Real Property within GSA’s Office of Governmentwide Policy. His responsibilities included the direction of policy and regulatory development for the acquisition, management, and disposal of real property and workplace assets of the federal government. Bibb is a recipient of the Presidential Rank Awards of Meritorious Executive (twice) and of Distinguished Executive. He has also twice received the Administrator’s Distinguished Service Award, GSA’s highest honor. A graduate of Austin Peay State University in Clarksville, Tenn., Mr. Bibb received a master of science degree from Florida State University in 1973.
