GSA Awards Blanket Purchase Agreements under Federal Strategic Sourcing Initiative for Print Management

Cost effective solutions and print behavior changes projected to save the government $930 million by 2015

WASHINGTON –– The Federal Strategic Sourcing Initiative (FSSI) Program expanded its reach and ability to save government money when the U.S. General Services Administration awarded 11 blanket purchase agreements (BPA) in support of the FSSI Print Management program. This program is expected to save taxpayers $330 million through implementation of better and more sustainable printing behaviors. In addition, use of this BPA will provide reductions to printing, copying, scanning and faxing costs that save $600 million over the next four years. These BPAs offer agencies lower prices than other contracts currently available to the federal government and help agencies identify savings through use of more efficient devices.

This initiative is part of the Campaign to Cut Waste launched by the White House in June. The President asked the Vice President to take on a new role holding the Cabinet accountable for cutting waste in their agencies – part of the Administration’s ongoing effort to make government more efficient and responsive to the American people. The Vice President is holding regular Cabinet waste cutting meetings to root out waste across the agencies and make government work for America’s families.

“We have been working closely with GSA to implement strategic sourcing programs and change the way the government does business. For too long, the government has purchased as if it were hundreds of medium-sized businesses, rather than the world’s largest purchaser. With this initiative, we are pushing agencies to work together and leverage their spending to reduce costs and improve performance as part of the Campaign to Cut Waste,” said Office of Federal Procurement Policy Administrator Dan Gordon. “The print management initiative is one more step in the right direction and provides us with a tremendous opportunity to cut waste and save money.”

The BPAs will offer agencies access to a wide range of cost effective print and copy devices and fleet assessment services, which analyze an agency’s current print environment and identify opportunities to lower costs and improve environmental performance. Collaboratively developed by 24 federal agencies, the BPAs are designed to improve device and operational efficiency, reduce print costs and raise agency environmental sustainability performance. All devices will meet Energy Star standards, accept paper that is 100 percent recycled and 50 percent post-consumer content, and come preset with default energy and cost savings settings.

“These innovative agreements demonstrate how GSA is leading the way in lowering federal costs and bolstering environmental sustainability in the government,” said GSA Administrator Martha Johnson. “This initiative not only improves the way agencies buy and manage their print and copy devices, it addresses how to change printing behavior and more efficiently use those devices.”

The FSSI Print Management program will also drive federal sustainability through a set of guidelines called Seven Steps to Lowering Print Costs Within 90 Days. These guidelines are the foundation of the “PrintWise” change management campaign to be launched by GSA in Fall 2011. These changes include printing in black and white instead of color, using double-sided printing, printing in draft mode, printing in more efficient fonts, and removing personal desktop printers. If adopted government-wide these print behavior changes alone will account for government savings of $330 million.
