GSA Integrated Award Environment Common Services Award

Work to Lay Foundation for Future Integrated Environment

Washington, DC – The U.S. General Services Administration (GSA) today announced that it awarded a contract for common services that will lay the foundation for transforming the current Integrated Award Environment (IAE) into a unified environment. Awarded to Booz Allen Hamilton in September, the five-year, $64.5 million contract will provide a common services platform for the future of IAE.

The Integrated Award Environment currently comprises 10 federal technology systems that impact those who award, administer, or receive federal financial assistance (i.e., grants, loans), contracts, and intergovernmental transactions. Within those 10 systems, there are at least 6.1 million user accounts for which IAE systems track more than $976 billion over 3.3 million transactions annually. IAE systems include the System for Award Management (SAM), Federal Business Opportunities (FBO), and the Catalog of Federal Domestic Assistance (CFDA), among others.

“We need a modernized environment that will support IAE’s new agile development process, continuous integration, and a strong collaboration between our development and operations teams,” said Navin Vembar, IAE’s director of technology development. “The common services platform will satisfy those requirements.”

The Common Services award tasks Booz Allen with developing the IAE Platform-as-a-Service (PaaS) offering which will be used by other vendors to build business applications. The PaaS environment will support specific needs that are common across applications, including providing common identity and access management, data management, search, application programming interface (API) management, developer tools, and cloud management capabilities. IAE will act as the integrator in bringing the capabilities that the common services platform will provide together with the vendors who will use the tools.

The Common Services contract ensures that users of IAE’s 10 systems will notice no difference in their interface with any of the systems. Users may see some beta development in the coming months, but that will not affect the user experience. Additionally, the Common Services award is a significant step forward in IAE’s efforts to increase transparency and openness.

“In the short term, users may notice benefits such as better data and better reporting, which clearly adds to our goal of increasing openness,” said Vembar. “Eventually, this foundational award will allow us to transition into the new IAE environment which is wholly based on openness and transparency.”
