Personal Property Legal Counsel

The Personal Property Division provides legal advice and litigation support for the Federal Acquisition Service, the Office of the Chief Information Officer, the Office of Small Business Utilization, the Office of Mission Assurance, the Office of Administrative Services, and multiple components of the Office of Government-wide Policy.

Attorneys in the Personal Property Division provide advice on major policy, program, and contracting initiatives, including GSA's Government-wide contracts for travel, purchase, and fleet card services (GSA SmartPay®); comprehensive contracting efforts conducted by the Federal Acquisition Service, including telecommunications, IT acquisitions, automotive, express delivery services, and GSA’s City Pairs Program; the Federal Travel Regulation (FTR), which governs travel and relocation of Government employees; the Federal Management Regulation (FMR), which governs transportation and property management; implementation of procurement changes/reform in the Federal Acquisition Regulation (FAR) and the GSA Acquisition Regulation (GSAR); Federal Strategic Sourcing Initiatives (FSSI); Common Acquisition Platform (CAP); multiple award schedule (MAS) contracts; suspension and debarment; and Web 2.0 initiatives associated with open and transparent government, to name but several. The division also provides its agency clients with litigation counsel and support in appeals filed at the Civilian Board of Contract Appeals, protests filed with the agency or the Government Accountability Office (GAO), as well as support to the Department of Justice in representing the Government in Federal court on matters involving GSA.
