Aviation Professional Criteria and Required Questions

When writing the one (1) page Narrative/Justification, please use and follow the outline below and briefly address the main functional areas (A. Management and Administration, B. Operations, C. Maintenance, etc.). The statements included with each function area below are suggestions to assist you in writing the narrative/justification and are not required in your Narrative/Justification. The Narrative/Justification should address anything that will not be addressed in the Required Questions such as information you feel may be of interest to the judges. The Required Questions follow the outline.

(A) MANAGERIAL/OFFICIAL: You may want to discuss what your nominee accomplished in 2010 to improve the agency’s policies and guidance for aviation operations management (for owned or hired aircraft).

Has your nominee made exceptional contributions to fleet planning and ensuring that your agency has the optimum number, size, and type of aircraft to accomplish your agency’s mission? You could describe what your nominee contributed to the management of aircraft operations and maintenance—whether for Federally-owned or CAS aircraft. You could describe your nominee’s efforts to ensure the safety of your agency’s personnel and aircraft operations (whether owned or contract) and to oversee training programs in support of safety and cost-effective operations. Or, describe what contributions your nominee made to improve/sustain your agency’s efforts to collect, report, analyze, and use cost and operations data to measure performance.

(B) OPERATIONAL/SUPPORT: You may want to describe what your nominee accomplished in 2010 to improve or sustain operations of your agency’s owned or hired aircraft. You could describe contributions your nominee made to maintenance regarding agency owned or hired aircraft. You could describe your nominee’s efforts to ensure the safety of your agency’s personnel and aircraft operations (whether owned or contract) and/or to support training programs in support of safety and cost-effective operations. Or, what contributions your nominee made to improve/sustain your agency’s efforts to collect, report, analyze, and use cost and operations data to measure performance. Or, how did your nominee’s achievements improve or sustain your agency's mission-effectiveness in 2010?

(C) AVIATION SAFETY: You may describe what your nominee accomplished in 2010 to improve your agency’s policies and guidance for aviation safety (for owned or hired aircraft). Did your nominee make exceptional contributions to aviation safety for the agency during 2010? What did your nominee contribute to safety management in the areas of aircraft operations and maintenance—whether for Federally-owned or CAS aircraft? You could describe your nominee’s efforts to ensure the safety of your agency’s personnel and aircraft operations (whether owned or contract) and to oversee training programs in support of safety and cost-effective operations. Or, what contributions did your nominee make to improving/sustaining your agency’s efforts to collect, report, analyze, and use safety data to measure performance?

(D) PROGRAM/LARGE and SMALL: You may want to discuss what your program accomplished in 2010 to improve the agency’s policies and guidance for aviation operations management (for owned or hired aircraft). You may want to describe how your management practices have made your aviation activities safer, more efficient and effective during 2010. Tell us how professional excellence in your flight program translated into success in carrying out your agency's mission. Let us know about your outstanding achievements in aircraft management/administration, operations, maintenance, training, and safety. What significant achievements were made that are not discussed in other areas of the package? Don’t forget to include external validation your agency received during the period, including other awards, ARMS surveys, IS-BAO Audits, or other reports such as Government Accountability Office (GAO) reviews.

Required Nomination Questions:

Along with the one-page Narrative/Justification, nominations for a Federal Aviation Professional Award are required to provide answers to the following questions. Answers to all of the questions should be no more than four (4) pages in total.

(A) MANAGERIAL/OFFICIAL

(1) What specific action or actions has your nominee taken to improve or sustain the management and administration of your aviation program and aircraft operations (including CAS operations)?

(2) What are two (2) best practices your professional used to achieve success?

(3) What has your professional done to improve sustainability, reduce the agency’s ‘carbon footprint’, reduce agency cost, or increase agency efficiency and effectiveness?

(B) OPERATIONAL/SUPPORT

(1) What specific action has your nominee taken to improve or sustain operational support or administrative support of your aviation program and aircraft operations (including CAS operations)?

(2) What are two (2) best practices your professional used to achieve success?

(3) What has your professional done to improve sustainability, reduce the agency’s ‘carbon footprint’, reduce agency cost, or increase agency efficiency and effectiveness?

(C) AVIATION SAFETY

(1) What specific action or actions has your nominee taken to improve or sustain aviation safety within your aviation program and aircraft operations (including CAS operations)?

(2) What are two (2) best practices your professional used to achieve success?

(3) What has your professional done to improve sustainability, reduce the agency’s ‘carbon footprint’, reduce agency cost, or increase agency efficiency and effectiveness?
