Local Facilities Earn Agency Its Largest Demand Response Rebate

NEW YORK CITY - The U.S. General Services Administration Northeast and Caribbean Region’s participation in a local load shedding program has earned the agency a $242,047 rebate, its largest to date, for enrolling its local facilities in demand response programs offered to utility customers in New York and New Jersey.

The GSA region, headquartered in New York City, recently received the rebate for the summer of 2012 period from its energy curtailment services partner NuEnergen, LLC of White Plains, NY. This rebate reflects revenue earned by GSA for participation in the New York Independent System Operator's and the Pennsylvania-New Jersey-Maryland Interconnection, LLC demand response programs. GSA has enrolled a number of its metro-New York City, upstate New York, and northern NJ federal properties,* in this program that enables it to reduce the electricity use at the enrolled buildings during peak high demand periods to help reduce the strain on the electric power grid.

“There are just so many benefits to the Demand Response program. Our federal facilities become even more sustainable as we help local areas avoid blackouts during peak use periods. As a further bonus, taxpayers benefit from the revenue earned and in how this revenue is then reinvested into our facilities in ways that will provide additional energy and water use efficiencies," said Denise L. Pease, GSA Northeast and Caribbean Regional Administrator. "President Barack Obama has made improving our nation's sustainability a key goal of his administration and GSA is committed to supporting this goal through a variety of initiatives involving our building operations, supply services, and fleet management for the government."

Beginning with the summer of 2011, GSA's Northeast and Caribbean Region joined in a partnering effort with New York and New Jersey, along with NuEnergen, to start implementing an energy conservation and electric power grid reliability program known as energy load curtailment, or demand response services. To date, 20 federal buildings throughout New York State and Northern New Jersey have been enrolled for a curtailment commitment level of 8,565KW. This energy curtailment commitment level is equivalent to providing enough electricity to power approximately 10,000 homes.

Last January, 2012, GSA received an initial rebate check of more than $75,000 for its participation in the program during the 2011 summer season. The substantial increase in the rebate payment not only reflects the additional buildings now participating in the program, but also that GSA’s property managers are becoming more skilled at implementing the demand response building protocols for reducing power usage during peak periods. These protocols were jointly developed with NuEnergen and GSA’s energy branch and are put into effect whenever NuEnergen notifies a GSA facilities manager that a load shed is necessary. Through December, 2012 the Northeast and Caribbean Region earned over $382,000 in revenue for participating in demand response programs in New York and New Jersey.

As the program continues and more buildings are enrolled the region anticipates receiving additional rebate checks. Monies returned through the program to the government will create a revenue stream that GSA will be able to use to fund future energy and water saving projects that will further benefit the taxpayer and the environment.

By participating in this electric power grid reliability program, GSA is doing its part to help the local area avoid blackouts and reduce its carbon footprint.
