Pacific Rim's LA courthouse subcontracting outreach event attracts more than 350 attendees

The Pacific Rim Region hosted a subcontracting outreach event for the new U.S. Courthouse in Los Angeles at the University of Southern California on September 12, 2012. More than 350 small business representatives attended the event to discover what subcontracting opportunities could become available to them as the project progresses.

The purpose of the event was to help the four design-build teams identify qualified small business architect/engineer and construction resources in the local community. This project has an aggressive subcontracting goal of 39 percent overall, with additional goals for each socio-economic class:

  • 5% - Small disadvantaged businesses including 8(a)
  • 5% - Woman-owned small businesses
  • 3% - HUBZone businesses
  • 3% - Veteran-owned small businesses
  • 3% - Service-disabled veteran-owned small businesses

Regional Administrator Ruth Cox welcomed attendees and discussed the importance of the courthouse project to GSA, the Judiciary and the city of Los Angeles.

“We are here today because GSA is building a new and efficient U.S. Courthouse in downtown Los Angeles to address the Courts’ requirements for space, functional alignment and increased security,” said Regional Administrator Ruth Cox. “This project has been the Judiciary’s number one priority for new construction for a number of years. Once constructed, this new facility will provide enhanced technical and sustainability features, and will allow us to dispose of an outdated building that no longer meets the government’s needs.”

Earlier this year when GSA announced its plans to move forward with the project, Mayor Villaraigosa issued a statement of support which was highlighted at the event.

“The federal court in Los Angeles is among the busiest in the nation, providing justice to about half the residents of California,” he said. “I support the new courthouse for several reasons: it will improve public safety; it will contribute to the revitalization of the downtown civic center; and this significant federal project will create thousands of much needed construction jobs over the five-year life of the project. At a time when unemployment remains high, a project of this magnitude is a welcome stimulus to our economy.”

Cox was joined by Senior Contracting Officer Lawrence Hales, Office of Small Business Utilization Director Pamela Smith-Cressel, Managing Director of Small Business Libby Williams for the Mayor’s Office of Economic and Business Policy, and the four design-build teams vying for contract award.

Small businesses were provided an opportunity to network with the following design-build teams: Clark/Skidmore, Owings & Merrill Architects; Hensel Phelps/Yazdani Studio & Gruen Associates; McCarthy/Brooks-Scarpa & HMC Architects; and Mortensen/NBBJ Architects.

“We were extremely pleased with the level of interest shown by the local small business community,” said Cox. “Today’s event reinforces the importance of this opportunity for job creation in the local area.”
