GSA & Adobe to Deliver Streamlined Data Security, Electronic Signature Solutions for Government
New Government-Wide Adobe Solution Supports FITARA: Drives Greater Efficiencies, Significant Cost Savings and Data Security
WASHINGTON – The General Services Administration (GSA) announced a new, government-wide enterprise software acquisition agreement for best-in-class, data-centric security and electronic signature solutions with Adobe. The agreement will help agencies better meet compliance requirements with current information security and electronic government policy recommendations and it is focused on driving strategic IT resourcing across the government.
This new agreement helps agencies comply with current information security and electronic government policy recommendations and requirements, including the revised Office of Management and Budget (OMB) Circular A-130, Cybersecurity National Action Plan (CNAP), Cybersecurity Strategy & Implementation Plan (CSIP), Cybersecurity Act of 2015, the Government Paperwork Elimination Act (GPEA) and the E-Sign Act of 2000. In addition to these policies and electronic government requirements, the offering also helps agencies meet the Federal Information Technology Acquisition Reform Act (FITARA) and Making Electronic Government Accountable By Yielding Tangible Efficiencies (MEGABYTE) Act guidelines around leveraging government-wide software license agreements for mission critical federal agency solutions.
Likewise, the modification to Carahsoft’s Adobe GSA IT Schedule 70 contract directly supports OMB’s Category Management Policy 16-1, Improving the Acquisition and Management of Common Information Technology: Software Licensing, by reducing duplication of enterprise software agreements, improving pricing, and better leveraging the government’s buying power.
“The offering is a significant step forward in promoting acquisition efficiency and supporting the agency’s goals under category management,” said Mary Davie, Assistant Commissioner for GSA’s Federal Acquisition Service, Office of Information Technology Category (ITC). “It will help federal agencies protect high value assets, while also supporting faster transition to an electronic government.”
Davie added, “We applaud Adobe’s willingness to work with GSA to make this opportunity a reality. This new negotiated offer will realize the government significant savings over previous pricing.”
Deputy Administrator of the Office of Federal Procurement Policy at the Office of Management & Budget, Lesley Field, also stated that this new agreement will streamline category management offerings across government.
“This new government-wide agreement will help agencies better secure their assets, transform legacy systems, and reduce paperwork for government employees while saving taxpayers money,” said Field. “Streamlined category management offerings will make it easier for government agencies to obtain the best and most current software that government employees need to get the job done.”
Field added, “This is another great example of federal acquisition excellence and category management principles using cross-agency collaboration to understand spend, streamline acquisition, create greater contracting transparency and efficiencies, and saving money.”
