GSA announces issuance of RFP – Phase I for the new Department of Labor (DOL) headquarters
WASHINGTON –The U.S. General Services Administration (GSA), in partnership with the U.S. Department of Labor (DOL), today announced the issuance of the Request for Proposals (RFP) – Phase I for the new DOL Headquarters. The RFP - Phase I process is an opportunity for the the owners of the three sites that have been identified as potential locations for a new DOL Headquarters to qualify for the second phase of the RFP process. GSA is utilizing a two-phase solicitation process; Phase I will consist of an evaluation of the Offeror’s developer, design, and construction team capabilities, quality and expertise, as well as their financial capabilities to support execution of the exchange project. In phase II, Offerors will submit to GSA detailed proposals outlining how they respond to the DOL project requirements. The short list of sites selected was announced on November 29, and through that process, these site owners indicated their wish to retain exclusive development rights on their respective sites. The three sites are, in no particular order:
- Site 1: referenced as "NOMA," located at the intersection of North Capitol Street and New York Avenue in the Northeast quadrant of Washington, DC.
- Site 2: referenced as "Capitol Riverfront," located at the intersection of M Street and South Capitol Street in the Southwest quadrant of Washington, DC.
- Site 3: referenced as "Poplar Point," located in Anacostia and bordered by Interstate 295, Howard Road and Suitland Parkway in the Southeast quadrant of Washington, DC.
The current DOL Headquarters is more than 40 years old and is in need of costly infrastructure upgrades, to include modern heating, electrical, plumbing and elevator systems. Through the exchange option, the Government envisions creating an up-to-date, modern work environment, reduce taxpayer costs for building operations, and promote economic redevelopment at the current site, at 200 Constitution Avenue NW, and at the headquarters location.
