GSA Awards Human Capital and Training Solutions Multiple-Award Contracts

WASHINGTON, D.C. -- Today, the General Services Administration (GSA), in partnership with the Office of Personnel Management (OPM), awarded the new Human Capital and Training Solutions (HCaTS) contract to 109 vendors. HCaTS will provide tailored training and development, human capital strategy, and organizational performance improvement services to all federal agencies.

The HCaTS contracts are part of a strategic, government-wide movement to “buy-as-one” through Category Management and are an important first step in optimizing spending in the human capital category.

GSA will be responsible for contract administration, while OPM will be responsible for HCaTS program management. OPM will continue to offer high quality human capital program solutions while leveraging GSA’s contracting expertise. HCaTS cuts costs and increases efficiency by maximizing the return on investment in human capital management and training services.

“The HCaTS contracts allow Federal agencies to not only take a highly efficient and innovative approach to their human capital and training requirements, but also to lean on OPM’s expertise in human capital and category management,” said Beth Cobert, Acting Director of OPM. “This contract vehicle makes it easier for agencies to procure the high-quality human capital support they need to meet their mission requirements efficiently and effectively.”

From Office of Federal Procurement Policy (OFPP) Administrator, Anne Rung:
“Category management empowers agencies with the spending data and contract intelligence to make more effective buying decisions that better respond to an agency’s needs, leverage budget resources, and benefit taxpayers. HCaTS is the first government-wide human capital category management solution, and will save agencies 4-14% and reduce the number of contracts by 5% in its first year.”

Additional Contract Details

  • The HCaTS solution includes two multiple-award, indefinite-delivery, indefinite-quantity (MA-IDIQ) task order contract vehicles with a $11.5 billion ceiling. 72 unrestricted contracts were awarded under the HCaTS vehicle and 37 contracts were set aside specifically for small businesses under the HCaTS SB vehicle.
  • Awards were made using a Highest Technically Rated with Fair and Reasonable Prices evaluation method.
  • The period of performance for the contracts include an ordering period of 10.5 years (5-year base, one 5-year option period, and one 6-month option period) plus an additional 5 year period to allow for task order completion.
  • In order to promote small business participation, HCaTS is an unrestricted contract vehicle that includes significant small business subcontracting goals, while HCaTS SB is a total small business set-aside contract vehicle.
