GSA Ombudsman

The Office of the Procurement Ombudsman (OPO) was established to foster healthy and productive relationships between GSA and industry partners. OPO provides early intervention to resolve differences and reduce the likelihood of formal protests and litigation while collaborating with GSA Services and Staff Offices to fulfill the mission and priorities of GSA. OPO is also the enterprise host for industry engagement events such as "Reverse Industry Training" and "Can We Talk."

The GSA Ombudsman is Maria Swaby, who most recently served as GSA’s Suspension and Debarment Official (SDO) and Agency Protest Official (APO). Prior to the SDO and APO positions, Maria was responsible for the management and oversight of GSA’s suspension and debarment program and the agency protest and eligibility determination functions. She has more than a decade of prior experience in the private sector where she started-up and ran the Government Business Sector of a large company and was responsible for getting that company on the GSA Multiple Awards Schedule. Maria also practiced labor and employment litigation in a large law firm in Connecticut.

Holding both a J.D. from the University of Connecticut School of Law and an LL.M degree (Government Contracts Law concentration) from The George Washington Law School, Maria is a former co-chair of the ABA Suspension & Debarment subcommittee and speaks regularly to the legal, government, contractor and public procurement communities on the subjects of suspension and debarment and protests.
