Washington, DC - The U.S. General Services Administration today announced that AT&T has received interim approval to operate on the Access Certificates for Electronic Services (ACES) contract. The ACES contract is managed by the Office of Information Security in GSA's Federal Technology Service.

ACES is intended to provide identification, authentication, and non-repudiation via the use of digital signature technology as a means for individuals and business entities to be authenticated when accessing, retrieving, and submitting information with the government. It is a key initiative in assisting the agencies' response to the Government Paperwork Elimination Act and the recently signed Electronic Signatures in Global and National Commerce Act. Each industry partner is required to undergo a certification and accreditation process on their ACES systems prior to receiving authority to issue digital signature certificates under this contract. AT&T has completed the process and has received interim approval to operate. Final approval will be granted within approximately six months, once AT&T demonstrates its continuing compliance in the operational environment.

"Attaining this approval fulfills another major milestone in the ACES program. We congratulate AT&T on its achievement," said David J. Barram, GSA Administrator.

Digital Signature Trust received its interim approval to operate in April and the remaining industry partner, Operational Research Consultants, continues to work through its certification and accreditation processes and is expected to receive approval within the near future.

Additional information on ACES is available by calling Helen Chapman on (202) 205-9639 or on the web site at For contract specific information, contact Jon D. Faye at (202) 708-6099.
