Commissioning Agent Qualifications
The Commissioning Agent and the Construction Manager generally have different skills. In general, the Construction Manager provides management, technical and administrative expertise during the design and construction phases to ensure that the Customer Agency’s goals relating to schedule, budget, scope and quality are met. A Commissioning Agent (CxA) has technical background and in depth expertise with the commissioning process including verification techniques, functional performance testing, system equipment and O&M knowledge.
A list of recommended criteria, which shall be incorporated into an RFQ for commissioning services, is included in Appendix B. The CxA must have significant in-building commissioning experience, including technical and management expertise on projects of similar scope, size and type . Further the CxA shall bring a total building commissioning perspective to the project, be knowledgeable in national building fire codes, as well as water-based extinguishing systems, detection systems, LEED, energy efficiency imperatives and demonstrate experience with federal requirements (i.e., blast, progressive collapse, security, etc.).
