GSA Inks $22M Deal to Improve Federal IT

Line of Business Contract to Establish Performance Measures, Help Increase Cost-Efficiency

Washington, DC – The U.S. General Services Administration (GSA) today announced the award of a $22 million contract to Gartner, Inc. to develop performance metrics, data collection and data analysis to enable baseline measurement of government service levels and cost efficiency in managing commodity based information technology infrastructure.  The $22 million award is for the base period and four one-year options.

“The IT Infrastructure Optimization Line of Business will help federal agencies better assess if they are buying the right computing and support services at the right price,” said Kevin Messner, Acting Associate Administrator for GSA’s Office of Governmentwide Policy.

The IT Infrastructure Optimization Line of Business (IOI LoB) will establish standard performance measures to help agencies increase cost efficiency and improve service levels for three major technology areas: End User Computing Systems and Support; Data Center Systems and Support; and Telecommunications Systems and Support.  The IOI LoB Program Performance Measurement Office within GSA will manage the benchmarking and performance measurement process and promote knowledge sharing, best practices and leveraging aggregated buys and other tools and vehicles to help agencies meet their targets.

This performance measurement process will compare performance across the federal government to industry peers. This initiative will establish a common measurement standard and improvements will result in more uniform performance levels across the government potentially saving billions of dollars over the next five to 10 years.  Agencies will make their investments based on adjusted strategies to meet the established measures.

Through Lines of Business, GSA will establish measures for federal agencies to migrate their existing financial systems operations to a Shared Service Provider.
