GSA SmartPay Passes Key Milestone

WASHINGTON — Over 5,000 attendees at the GSA SmartPay® Conference in Phoenix this week learned that the charge card program passed an important milestone – $1 billion in gross refunds back to U.S. government agencies over the program’s first ten years. For every dollar spent, the government gets cash back through the SmartPay program.

“Just last year, agencies purchased more than $30 billion worth of goods and services in about 100 million transactions, resulting in approximately $187 million in refunds back to federal agencies,” said GSA Acting Administrator Paul Prouty.

“GSA SmartPay is good government at its finest,” said Federal Acquisition Service Commissioner James A. Williams. “Thanks to a great relationship with industry partners, we’ve been able to simplify purchases for government employees for everything from office supplies, to tools and equipment needed for disaster response.”

Now in its second iteration, called GSA SmartPay 2, the program provides charge cards to more than 350 U.S. government agencies, departments, and tribal governments through master contracts negotiated with major national banks. Through these contracts, agencies can obtain a number of different types of charge card products and services to support their mission needs, and receive performance-based refunds based on net charge volume.

The theme of this year’s conference, “Success is in the Cards: A Decade of Achievement,” commemorated the first decade of the government charge card program as well as the successful transition to GSA SmartPay 2. In addition, the conference highlighted further program improvements and new products such as card-less accounts, declining balance and stored value cards.
