Foreign Gifts

Minimal Value for Foreign Gifts: $375.00

Every three years, the GSA is required to revise this minimal value.  It was last updated effective January 1, 2014, and is due to be updated again, effective January 1, 2017.

Specifically, 5 U.S.C. 7432 requires the Administrator of General Services, in consultation with the Secretary of State, to redefine every three years the definition for “minimal value” for a foreign gift, based on the changes in the consumer price index for the immediately preceding three years.  The implementing regulation is 41 CFR 102-42, “Utilization, Donation, and Disposal of Foreign Gifts and Decorations.”  The current minimal value of $375 was defined in Federal Register/Vol. 79 No.63, Wednesday, April 2, 2014 (https://www.federalregister.gov/articles/2014/04/02/2014-07369/federal-management-regulation-change-in-consumer-price-index-minimal-value) and again, will be redefined in January 2017 and the redefined value will be published in a Federal Management Regulation (FMR) Bulletin which will be accessible through this webpage.
