The RFI is now closed.
GSA and the U.S. Department of Energy (DOE) are requesting information about building technologies that:
- Have the potential to improve the environmental performance and/or lower the operating costs of commercial buildings.
- Can demonstrate promising early-stage performance results.
- Have the potential to provide, through measurement and verification, evidence that supports decision-making on deployment.
Technologies submitted in response to this RFI will be considered for inclusion in GSA’s Green Proving Ground (GPG) program, the DOE High Impact Technology (HIT) Catalyst program, or both. Applications will be evaluated based on the following criteria:
- Deployment potential
- Cost savings
- Project value
- Technical risk
This year, GPG and HIT have prioritized technologies in the following five categories. There is also opportunity for technologies not in these categories by selecting "Other" in the RFI application.
Chillers, Refrigerants, and Alternatives to Vapor Compressor HVAC - Technologies that improve refrigerant system efficiencies or reduce greenhouse gas emissions, or both.
Cold Climate Heat Pumps - Technologies that improve heat pump efficiency in cold climates.
Fans and blowers - Technologies that improve fan energy performance.
Smart Energy Analytics - Building energy management technologies, components or cross-system building information and control systems.
Water conservation and reuse - Technologies and processes that reduce water usage or reuse water resources.
Technologies will be considered, by one or both programs, for third-party measurement and verification in occupied, operational buildings.

WEBINARS: GPG and HIT Catalyst hosted a webinar on November 3rd about the programs, what it means to participate, and how to apply.
FAQ: Read Frequently Asked Questions [PDF - 443 KB]
We recommend developing your responses in a Microsoft Word (or any word processor) document before transferring the information to the appropriate RFI field in the webform. This will help you retain information if you encounter submission glitches. The webform does NOT allow intermediate saving.
For your convenience, please download the webform questions [DOCX - 30 KB]. Please note that the completion of the Word doc does NOT constitute a submission to the joint GSA/DOE RFI, and will not be accepted as an email attachment or in any other form. Only complete responses submitted through the RFI webform will receive consideration.

GSA IT SECURITY: The following resources are provided for applicants with technologies that contain IT components. Please indicate your technology's level of compliance in your application, and describe how any non-compliance may be overcome. Note: These guidelines are applicable only to the GPG program. IT security requirements for HIT Catalyst will be determined on a case-by-case basis.
