GSA has begun the development of Model Checking rules files. These files are only in the beginning stages of development and are provided as a starting point for continued work. As with any automated tools in the design and construction process, these must be used with the utmost caution.
GSA makes no representation as to their effectiveness as a design or construction tool. The use of these, or any automated model checking rules, in no way modifies the standard of care responsibilities to GSA of the data creator. All files provided are for the benefit of the data creator only and are to be used at their sole risk.
Use of these electronic files will be at the recipient’s sole risk and without liability to GSA. The recipient shall indemnify and hold harmless GSA, and our consultants and agents, and employees of any of them from and against claims, damages, losses and expenses, including, but not limited to, attorney’s fees, arising out of the use of these electronic files.
Currently there are two rules files under development. The first is to check compliance against the P100 design guide while the second is for checking against the ABAAS (Architectural Barriers Act Accessibility Standard). As mentioned above these file are not complete or verified to be accurate. Use at your own risk.
WARNING: The current rules files are prone to returning false positives. For example, some missing information will pass as though complete and some standard names pass that should not pass.

Rates for Alaska, Hawaii, U.S. Territories and Possessions are set by the Department of Defense.
Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.
Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
