Utility Consumption Reporting

Executive Order 13693 requires all leases over 10,000 rentable square feet (RSF) to report utility consumption data, which includes electricity, gas, and water, on a quarterly basis. A new Utility Consumption Reporting (UCR) clause makes it mandatory for Lessors to report this data upon the effective date of the lease.

LEASE CLAUSE 6.04 (or 6.03) Utility Consumption Reporting (Oct 2016)

Upon the effective date of the Lease, only for leases over 10,000 RSF, the Lessor shall provide regular quarterly reports for the amount of utilities (including water) consumed at the Building broken down by utility type per month for the duration of the Lease. Lessors shall report this utility consumption data within 45 calendar days of the end of each calendar quarter in the Environmental Protection Agency (EPA) Portfolio Manager online tool HTTPS://WWW.ENERGYSTAR.GOV/ . Data reported includes, but is not limited to, the number of actual units consumed, by utility type per month, and associated start and end date(s) for that consumption.

Lessors will be given 45 calendar days from the end of each quarter (March 31, June 30, September 30, & December 31) to comply with this requirement. To comply with this lease clause, GSA is requesting that lessors use the ENERGY STAR Portfolio Manager Tool to report utility consumption data.

As previously stated, Leases that are 10,000 RSF or less are not required to enter this data, but GSA strongly encourages all lessors to explore this tool to better understand building consumption and emissions.
