Register Your Business

There are a few required first steps to get you started contracting with the Federal government. In most cases it will be preferred that you have some commercial work with positive references before you can respond to your first request. Review the initial steps below for all vendors working with GSA.

DUNS Number

Obtain a Data Universal Numbering System or DUNS number, which is free. The DUNS number is assigned by Dun & Bradstreet, Inc. (D&B) to identify unique business entities and will need to be submitted with various requests.


Identify your specific NAICS code. Make sure to keep a record of your North American Industrial Classification System (NAICS) code, which will be used to communicate your industry and find opportunities through various resources.

Verify Your Small Business Status

Go to the Small Business Administration web site and verify that the size of your business qualifies your company as a Small Business. While there, consider beginning the certification process if you wish to be eligible for opportunities for one or more of the following socioeconomic groups:

SAM Registration

Only after you have received your DUNS number can you register with the System for Award Management (SAM). SAM is the primary registrant database for doing business with the U.S. Federal Government. Your business must be registered in SAM prior to the award of a contract, basic agreement, basic ordering agreement, or blanket purchase agreement. Both the NAICS and DUNS may be requested during your registration process.

Past Performance Evaluations

After you have acquired a DUNs number, go to Open Ratings, a Dun & Bradstreet company, which surveys past customers in order to assess a company’s work performance. Your company must register and provide the names and email addresses of six to 20 of your customers to provide past performance evaluations. Unlike other steps in this process, Open Ratings does charge a fee.
