Proper Management of GSA Access Cards
Contract vendors are ultimately responsible for the safe keeping and prompt return of any GSA Access Cards issued to contractor personnel. GSA Access Cards must be promptly returned at the end of the contract, or earlier if contractor personnel are no longer working on the contract for any reason. The prompt return of GSA Access Cards when they are no longer needed is essential to maintaining GSA building security and access to IT resources. GSA may delay final payment if the Vendor POC [DOC - 26 KB] fails to return all issued GSA Access Cards [FAR 4.1301(d)(2)]. Vendor POC must maintain a record of all GSA Access Cards issued to contractor personnel.Contracting Officers, or their delegates, may request these records at any point of contract performance to ensure compliance. These records should contain the following, at a minimum:
- Personnel Name
- Contract number
- Date of GSA Access card issue
- Date of GSA Access card return by contractor personnel to Vendor POC
- Date of GSA Access card return by contractor or Vendor POC to the GSA Requesting Official [DOC - 26 KB]
