TTS American Rescue Plan
On March 21, 2021, President Biden signed the American Rescue Plan of 2021 into law. As part of this $1.9T rescue package, Congress included $150M to the Federal Citizen Services Fund within GSA. The $150M will be spent on these initial projects as well as other future projects through FY24. The ARP delivers essential relief to families and communities hit hardest by the pandemic. It also includes critical resources to strengthen the technology infrastructure that federal agencies use. GSA is uniquely positioned for cross-agency coordination and delivery, playing a vital role in partnerships across the federal government.
Role of the Technology Transformation Services
The Technology Transformation Services (TTS) is actively supporting government-wide citizen-facing services to help recover and rebuild from the COVID-19 pandemic for a more secure and effective public digital experience. TTS is working to reimagine the delivery of digital services to improve transparency, security, and efficiency to bolster public confidence in government through the Federal Citizen Services Fund.
Focused on making the biggest impact, TTS aligned initial FY21 ARP-related activities into three categories.
- Recover: Providing immediate recovery support to the public in the wake of the pandemic
- Rebuild: Rebuilding existing government-wide citizen-facing services to improve the public’s digital experience
- Reimagine: Reimagining the delivery of digital services to improve transparency, security, and efficiency to bolster public confidence in government
Processing debt relief for farmers at USDA included manual review of tens of thousands of case worksheets. The ARP project team automated the review and processing to speed the funds into the hands of farmers.
Government agencies have relied on third party aggregators, like credit bureaus, for identity data validation. The Identity verification API is a secure shared service to streamline identity verification against government authoritative sources to better protect the public.
A big gap in the federal government’s journey towards digital success is a lack of early‑career tech talent. The U.S. Digital Corps will bring skilled, diverse, and mission-driven early-career technologists to the federal government.
