Government agencies are increasingly taking advantage of cloud Infrastructure as a Service (IaaS) to reduce costs and add the ability to provision and de-provision computer infrastructure resources in minutes. There is a wide selection of cloud products and services available, along with innovative ways to incur charges for cloud computing such as a consumption-based pay-as-you-go billing model.

Agencies are also taking advantage of modern cloud-based software application offerings, classified as Software as a Service (SaaS.) The best example of SaaS is Email as a Service (EaaS), which replaces on-premises email servers with a complete cloud-based system that needs no on-premises servers. Email users address their mailboxes over the Internet and navigate their email normally.

Cloud SIN 132-40

GSA offers access to cloud business partners through the GSA IT Schedule 70 Cloud Special Item Number (SIN) 132-40.

Cloud Special Item Number (SIN) 132-40 provides a selection of cloud vendors for agencies to solicit on an exclusive basis. Agencies may solicit only the vendors present on the Cloud SIN and still satisfy their competition requirements. Many of the offerings found on the Cloud SIN are FedRAMP authorized.

The GSA Schedule 70 Cloud SIN 132-40 Offerings Include:

  • Infrastructure as a Service (IaaS)
  • Platform as a Service (PaaS)
  • Email as a Service (EaaS)
  • Software as a Service (SaaS)
  • Many solutions that are FedRAMP authorized

Agencies that need to acquire labor hours to complete their cloud migration, cloud integration and cloud O&M projects may solicit against more than one SIN. For example, a solicitation may be made against the Professional Services SIN 132-51 for the labor hours, in tandem with the Cloud SIN 132-40 for the commodity cloud services. A responding vendor would have to be a member of both SINs. The soliciting agency may still satisfy its competition requirements using this method.
