8(a) STARS II Governmentwide Acquisition Contract (GWAC)

FAR Update - The 8(a) competitive threshold found at Federal Acquisition Regulation (FAR) Part 19.805-1 has been increased from $4.0M to $4.5M by way of FAC 2021-01. 8(a) STARS II allows for directed orders at or below the competitive threshold, currently $4.5M.

You can now identify contracts that have accepted the Section 889 mass modification clause using the 889 Part B Contract Vehicle Modification Tracking Dashboard, updated daily.

The ordering period for the 8(a) STARS II GWAC ends August 30, 2021, and orders awarded on or after July 1, 2020 under 8(a) STARS II must be complete by June 30, 2022.

8(a) STARS II, a small business set-aside GWAC, provides flexible access to customized IT solutions from a large, diverse pool of 8(a) industry partners.


With a $22 Billion program ceiling and a five-year base period with one five-year option, 8(a) STARS II allows for long-term planning of large-scale program requirements while strengthening opportunities for 8(a) small businesses.

The base period of the contract is August 31, 2011, to August 30, 2016. The option period of the contract is August 31, 2016, to August 30, 2021. Orders awarded on or before June 30, 2020, may continue performance through August 30, 2024. Orders awarded on or after July 1, 2020 must be complete by June 30, 2022.

8(a) STARS II industry partners are classified in two constellations. Industry partners in both constellations have competitive pricing and technical proficiency. Constellation II also includes industry partners with an additional industry credential, such as Capability Maturity Model Integration (CMMI) or ISO 9001 (quality management system).

8(a) STARS II allows for directed task orders up to $4.5 Million, including options. Orders more than $4.5 Million must be competed among the industry partners in your chosen constellation and functional area.

  • Blended task order types
