Alliant Governmentwide Acquisition Contract (GWAC)
Alliant, GSA’s premier enterprise GWAC, provides flexible access to customized IT solutions from a large, diverse pool of industry partners. Alliant allows for long-term planning of large-scale program requirements.
- Ceiling: $50 Billion
- Ordering period of performance: May 2009 to April 2014, with one five-year option from April 2014 to April 30, 2019* (Basic Contract expiration date). *Task Order performance can be performed up to April 30, 2024, which is past the Basic Contract expiration date, only when (1) orders are issued before April 30, 2019; and (2) options are included at initial issuance of the Order. The FAR Clause 52.217–8 Option to Extend Services cannot be used to extend work past April 30, 2024. (Refer to Alliant Contract Section F.3)
Alliant features fixed-price, cost-reimbursement, labor-hour, and time-and-materials task order types, providing greater flexibility in procuring different types of IT products and services, and meeting your mission requirements.
This provides a common framework and terminology for defining and understanding the components of an IT solution. Alignment with the FEA and DoDEA enables Alliant to evolve over time as technologies change without requiring a technical refresh. It also conforms to Office of Management and Budget (OMB) policy mandates for reporting on IT investments.
GWACs have the same low fee as GSA Schedules.
How federal agencies have used Alliant
The Department of State awarded a 10-year task order to establish a secure IT network infrastructure, worth up to $2.5 Billion if all options are exercised. Industry partners will help the State Department streamline services, realize economies of scale, and improve service delivery. Alliant enables the State Department to consolidate more than 100 existing task orders into four new ones.
The Air Force awarded a $19 Million contract to develop software to enhance electronic key management systems and enable secure communications.
The Department of the Navy recently conducted a General IT Development and Support Services strategic sourcing analysis, focusing on cost savings. They recommended increasing the use of existing contract vehicles to generate greater competition while reducing cycle time, including Alliant. Alliant will work with the Navy team to establish and deliver training opportunities.
In 2012, IRS used GSA's Alliant GWAC to acquire Enterprise Storage Services. IRS received Honorable Mention for this project by GCN [a nongovernment website] for showing technical creativity, a willingness to test emerging technologies and the perseverance to push for big, cross-agency IT improvements in an era of budget and cost cutting. The task order has an estimated value of $138.7 Million over 10 years.
GSA used Alliant to purchase the federal government’s first cloud-based email service, expected to lower costs by 50 percent in the next five years. The five-year, $6.7 Million task order went to a number of industry partners in a teaming arrangement.
