Making It Easier: FASt Lane

The Information Technology Category (ITC) FASt Lane program makes sure our government customer agencies have quicker access to emerging technologies and innovative offerings. With FASt Lane, eligible vendors get shorter processing times for contract actions that directly support federal customer agency requirements.

Current ITC Initiatives Eligible for FASt Lane Program:

  • Defense Health Agency (DHA) Enterprise IT Services.
  • 2GIT - 2nd Generation Information Technology IT BPAs awardees will be allowed to send changes for processing under FASt Lane using the FASt Lane tab in FSS Online.
  • Other Information Technology initiatives as identified to GSA by the customer that may arise (may include contract modification initiatives).
  • If a federal agency ordering activity requests in writing that vendors may participate in FASt Lane to support the agency’s current Information Technology requirements. Vendors are required to add the attached document along with the eOffer package.

The process timeframes after eOffer/eMod submission are:

  • Less than 48 hours for contract eMods; and
  • As quickly as 45 days for new eOffers.

These processing timeframes are contingent on prior approval of a technical evaluation, and commercial supplier agreements, when applicable.

Based on solicitation requirements, the assigned ITC contracting officer will review new eOffers or eMods and provide any necessary feedback. To ensure a speedy process and to remain eligible in FASt Lane, applying vendors must be prepared to respond to any inquiries from GSA contracting officers within the time frames established at the below eOffer/eMod submission Guidelines

FASt Lane Eligibility Guidelines

To participate in the FASt Lane Program, the following eligibility criteria is required:

1. Must be a MAS Offerors or existing Schedule holders that are:

  • Assigned under the Information Technology Category (ITC) only. No other Categories or SINs are eligible under this programs.
  • Be assigned an ITC Contracting Officer.
  • eOffer/emod submissions with only ITC Special Item Numbers (SINs). The only other SIN allowed is ANCILLARY from the Miscellaneous Category.

2. Must be tied to an Initiative listed on this page.

3. Must complete and submit the FASt Lane Eligibility Checklist [DOCX - 16 KB] as part of the eOffer or eMod package.

eOffer Guidelines

New eOfferors that are participating in any of the above initiatives and meet the eligibility guidelines may consider the FASt Lane Program. This program requires that an eOffer submission must include:

FASt Lane participants must respond no later than 24 hours of receiving any inquiries or requested information from GSA contracting officers. Failure to respond within the specified timeframe will remove the eOffer from FASt Lane eligibility.

eMod Guidelines

Existing Schedule Holders that are interested in participating in any of the above initiatives and meet the eligibility guidelines may participate in the FASt Lane Program.

1. If the initiative includes a Special Item Number (SIN) that requires a technical review, the technical review shall be completed prior to submitting a modification through the eMod application.

Cloud and Cloud Related IT professional services send an email to cloud-sin-rfi@gsa.gov and your Contracting Officer/Contract Specialist with the subject line as “CLOUD Technical Evaluation.”

Attach to the email the following documentation:

  • Technical responses, if applicable for cloud computing services (IaaS, PaaS, SaaS); and
  • Price proposal template.

Automated Contact Center (ACCS) send an email to contactcenter@gsa.gov and your Contracting Officer/Contract Specialist with the subject line as “ACCS Technical Evaluation.”

Attach to the email the following documentation:

  • Relevant Project Experience; and
  • Price proposal template.

Highly Adaptive Cybersecurity Services (HACS) send an email to hacs@gsa.gov and your Contracting Officer/Contract Specialist with the subject line as “HACS Technical Evaluation.”

Attach to the email the following documentation:

  • Cover Letter to include:
    • Key personnel names;
    • Titles;
    • Association with offeror; and
    • A maximum of five (5) Points of Contact POCs are allowed for the Technical Oral Evaluation.
  • Relevant Project Experience,
  • Corporate Experience, and
  • Labor Category Matrix.

2. Upon successful review of technical documents, a FASt Lane request should be submitted through eMod applications. In addition to the required documents, the FASt Lane Eligibility Checklist [DOCX - 16 KB] must be attached with an eMod submission.

3. FASt Lane participants must respond no later than 2 hours of receiving any inquiries or requested information from the GSA Contracting Officer. Failure to respond within the specified timeframe will remove the eMod from FASt Lane eligibility.
