SmartBUY Blanket Purchase Agreements
SmartBUY Blanket Purchase Agreements (BPAs) are the result of a collaboration between GSA, the Department of Defense (DoD) Enterprise Software Initiative (ESI), and software vendors to offer improved, pre-negotiated terms and conditions for Commercial Off The Shelf (COTS) software. BPAs can reduce risks and costs while saving administrative time and reducing paperwork.
Government-wide SmartBUY agreements are open to all eligible civilian agencies and required for DoD agencies.
