At this time GSA has not yet made that determination. However, agencies with requirements for new services should focus those solicitations for award on EIS rather than on an expiring contract.
The Designated Agency Representative (DAR) role will no longer exist under Enterprise Infrastructure Solutions (EIS). EIS is an indefinite-delivery, indefinite-quantity (IDIQ) contract requiring task orders (TOs) in accordance with FAR 16.505. Agencies ordering services from EIS must follow the ordering process in accordance with FAR 16.505. A contracting officer (or ordering official) with a delegated procurement authority (DPA) must place a TO for services. After the ordering contracting officer (OCO) awards the TO, EIS allows for the placement of service orders within the limitations of the TO and the contract. Only OCOs and contracting officers’ representatives (CORs) may place a service order.
The agency placing the task order (TO) is responsible for responding to task order protests.

Since 1994 and the passage of the Federal Acquisition Streamlining Act, federal agencies have placed many task and delivery orders against multiple award, indefinite-delivery, indefinite-quantity (IDIQ) contracts. Agency contracting staff is likely familiar with task and delivery order contracting. GSA’s transition support will include contracting expertise to assist agencies with their acquisition strategy and process.
In order to comply with the ordering process in FAR 16.505(a)(7), task orders must include accounting and appropriation data.
OMB does not have the authority to circumvent the regulations included in the FAR. However, all services placed under EIS, whether considered a utility or not, will require a task order.
