The General Services Office of Acquisition Policy (OAP) writes and updates both the GSAR and the GSA Acquisition Handbook.
OAP is the sole office responsible for issuing GSA acquisition policy. This includes:
- Agency regulations that implement or supplement the Federal Acquisition Regulation (FAR) as authorized under FAR 1.101(a)(2).
- Agency regulations that implement 40 U.S.C. 585, which authorizes GSA to enter into leasehold interests in real property. See part 570.
- Agency regulations that implement 40 U.S.C. 502 and other authorities that authorize GSA to allow access to its sources, such as the GSA Federal Supply Schedule (FSS) program (see subpart 538.70), by eligible entities.
- Agency regulations that implement other statutory procurement authority outside of the FAR such as Commercial Solution Openings, no-cost contracts, and other non-FAR based procurements.
GSA’s Acquisition System does not include internal or external agency acquisition guidance supplementing the System. See GSAR subpart 501.1 for more information.
