Enter your HR Links (WebApps) user ID in the field.
Select the option to email the code (if there are multiple options) then select the Submit button.
A one-time registration code, or OTP, will be generated and sent to the email address linked to your HR Links account. Enter the four-digit OTP you receive, then select the Submit button.
Create your password based on the password criteria stated on the page. Re-enter your password in the Confirm Password field. Note: We don’t recommend saving your password via the browser or a password manager app, as this can cause login problems.
Select the Submit button to validate your new password. The page should then display a confirmation message stating that your password has been set.
You now have your HR Links User ID and password to connect to the Citrix portal and gain access to HR Links. Important: you must wait one hour after setting your initial password before attempting to access the system.
Enter your HR Links WebApps User ID in the field, and select the Submit button.
Select the preferred method to receive a one-time registration code, or OTP, and select the Submit button. Ensure the phone number shown is correct, if selecting that option.
Once received, enter the four-digit OTP, and select the Submit button.
Enter your newly created password, and select the Submit button.
Confirm receipt of a message stating “Your device is being provisioned”.
Close the browser window.
HR Links access tips
Bookmark and use the following links each time you log in to HR Links:
Do not use the “back” button on the browser during the login process. If needed, select the “Restart Login” link if you see one on the page, or close your browser window and start with a fresh page.
Clearing your browser cache or using incognito or private browsing mode often resolves login issues. After clearing your cache, close all browser windows and open fresh ones.
Enter your HR Links (WebApps) user ID and select the Submit button.
If given the choice, select the option to have an email sent to your associated email address, and select the Submit button. The system will then email you a 4-digit code. Enter the code into the Registration Code field. Select the Submit button.
Enter your HR Links password. Select the Submit button.
A one-time password, or OTP, will be generated. The 6-digit code will refresh every 120 seconds and will be needed in the following steps, so keep the tab or window open.
Enter your HR Links (WebApps) user ID, your HR Links password, and the 6-digit-code OTP from above. Be sure that you use the newest code shown in your open tab, as it automatically refreshes every 120 seconds. Select the Submit button.
Select either of the HR Links icons (Microsoft Edge or Chrome), and select Open on the ICA file download popup — this will be either in the upper right corner, or along the bottom of the browser window, depending on the browser used. If any issues are experienced during this step, refer to ICA file issues, below.
Select OK when the IT Security Warning banner appears.
The HR Links page will appear. Select the GSA LOGIN button to sign into HR Links.
Enter your HR Links (WebApps) user ID and password. Select the Submit button.
You have successfully accessed HR Links!
Resetting your HR Links password
Use the following steps to reset your password at any time.
Enter your HR Links (WebApps) user ID. Select the Submit button.
Select the Submit button to have a one-time 4-digit registration code generated and sent to the email address associated with your HR Links user ID.
Enter the code from the email into the Registration Code field. Select the Submit button.
Following the criteria provided on the page, create and enter your new password in the New Password field. Re-enter your new password in the Confirm Password field. Select the Submit button to validate your new password. Note: We don’t recommend saving your passwords via the browser or a password manager app, as this can cause login problems.
When your password has been validated, a message will appear stating, “Password has been successfully changed.”
Important: Wait 15 minutes before signing in with your new password. Not waiting may lock your account, which will require additional wait time.
Unlocking your HR Links account
Wait 30 minutes without trying any HR Links login or password change attempts.
If clicking on the downloaded ICA file does not result in the IT Security Warning banner and the HR Links page appearing, then manually open the file using the steps below. If that doesn’t work, you may need to contact your local IT support for assistance.
Using File Explorer on your PC, locate the Downloads folder for your name, for example C:\Users\YourName\Downloads.
Locate the newest ICA file, right click on it, and select “Open with …”
On the popup window:
Mark the box to “Always use this app to open .ica files.”
Click on the “More apps” down arrow.
Scroll down and click on “Look for another app on this PC.”
Using File Explorer again, locate the ICA Client folder, either C:\Program Files(x86)\Citrix or C:\Program Files\Citrix.
In the ICA Client folder, click on wfcrun32.exe so that it appears in the File Name field at the bottom of the window, and select Open. Warning: Do not run the file.
Other HR Links issues
For access issues only, email cabshrlinkstechsupport@gsa.gov with a screenshot showing the error message, including the entire browser window (so the address bar can be seen at the top), as well as the steps you have taken prior to receiving the error message.
Traveler reimbursement is based on the location of the work activities and not the accommodations,
unless lodging is not available at the work activity, then the agency may authorize the rate where
lodging is obtained.
Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely
surrounded by, the corporate limits of the key city, including independent entities located within
those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely
surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties,
including independent entities located within the boundaries of the key city and the listed counties
(unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is
located partially within more than one city or county boundary, the applicable per diem rate for the
entire installation or facility is the higher of the rates which apply to the cities and / or counties,
even though part(s) of such activities may be located outside the defined per diem locality.
