GSA awards $1.3 million Construction Manager contract for the Highgate Springs Land Port of Entry project in Vermont

BOSTON – The U.S. General Services Administration (GSA) has awarded a contract for  Construction Manager as Advisor services in support of the Highgate Springs Land Port of Entry project in Vermont.

Funded through the Bipartisan Infrastructure Law, GSA awarded the $1,306,078 contract to APSI Construction Management, a small business. Under this contract, APSI will provide services including construction project management, construction inspection, project scheduling, cost estimating, acquisition support, commissioning and partnering.

The Highgate Springs Land Port of Entry is one of the three busiest ports in New England, previously processing roughly 97,000 commercial vehicles and 475,000 personal vehicles. The project, coupled with the completion of Canada Autoroute A-35, will improve border security while decreasing wait times for travelers.

The new port will incorporate sustainability features that will reduce greenhouse gas emissions, mitigate the impact of buildings on the environment, and simultaneously increase the mission readiness of the federal government by increasing resilience to climate change.

This announcement is part of President Biden’s Investing in America agenda in growing the American economy from the bottom up and middle-out – from rebuilding our Nation’s infrastructure, to creating a manufacturing and innovation boom powered by good-paying jobs.
 
GSA held a public meeting on January 12, 2023, in support of an Environmental Assessment for the proposed modernization and expansion project. Construction at the port is anticipated to begin in Spring 2026, with the new port opening in 2028.
