Cloud Computing and Cloud-Related IT Professional Services, known as the Cloud SIN, centralizes and streamlines access to compliant cloud computing and cloud-specific professional labor. 

Commercial Cloud Services include:

  • Infrastructure as a Service — Computing resources like virtual servers, storage, and networking (e.g., bare-metal as a service, data center as a service, disaster recovery).
  • Platform as a Service — Tools and platforms for application deployment, such as database as a service or backend as a service.
  • Software as a Service — Ready-to-use cloud applications, including office productivity, Customer Relationship Management, and video conferencing tools.
  • Emerging services — Include cloud-based Artificial Intelligence/Machine Learning. You can purchase tools with these advanced computing capabilities offered as cloud software as a service. Examples include large language models and AI chatbots.

Cloud-Related IT Professional Services include specialized labor categories for:

  • Strategic planning — Rapidly execute readiness assessments, governance frameworks, and multi-cloud strategy development.
  • Modernization and migration — Implement and/or manage single, hybrid or multi-cloud architectures.
  • Software development — Labor categories for Agile Development or any other type of software creation method.

Features and benefits

Benefits of the Cloud SIN include:

  • Direct access to cloud service providers and resellers.
  • Buying leverage with special ordering procedures for elastic, “pay-as-you-go” service models.
  • Pre-negotiated, commercial cloud pricing.
  • Security through mandatory alignment with National Institute of Standards and Technology and Supply Chain Risk Management protocols.

Scope

The Cloud SIN offers a mix of FedRAMP compliant and non-compliant products under the cloud SIN. Search the FedRAMP Marketplace for offerings with a FedRAMP designation, a list of federal agencies using FedRAMP Authorized offerings, and FedRAMP-recognized assessors/auditors that can perform a FedRAMP assessment. You can ask whether a product is compliant during your sources sought phase.

Cloud SIN services must strictly adhere to federal security mandates and exhibit the five core NIST characteristics — on-demand self-service, broad network access, resource pooling, rapid elasticity, and measured service.

  • Cloud-native: Products that meet the NIST SP 800-145 definition of cloud computing. This typically includes software delivered as Software as a Service.
  • Total solution approach: Allows agencies to buy cloud instances and the associated labor for migration, integration, and management services. When mission requirements exceed the NIST cloud definition, agencies can utilize a multi-SIN approach. The RFQ should list SIN 518210C as the primary vehicle but may include complementary SINs — such as IT Professional Services or Health IT — to deliver a seamless, comprehensive solution.
  • Exclusion of non-cloud software: Standard “on-premise” software that is merely hosted in a remote environment — but does not meet all NIST essential characteristics (e.g., rapid elasticity, measured service) — must be procured through other SINs, like Software Licenses.
  • Consumption-based evaluation: Cloud requires a move away from fixed-price thinking. Use the GSA Consumption-Based Ordering Guide to structure CLINs that allow for “pay-as-you-go” elasticity while maintaining budget ceilings. Buyers should leverage the GSA Consumption-Based Ordering procedures to structure requirements task orders that allow for true elasticity while strictly enforcing budget ceilings. 

Agencies seeking to take advantage of the special ordering procedures should include a reference to GSAR Clause 552.238-199 in the award. This mandates that the vendor provide direct access to tracking tools, allowing your finance team to monitor the “burn rate” and funding status in real-time.

If you’re using a Performance-Based Statement of Work, agencies will need to include a Quality Assurance Surveillance Plan. Use our specialized Cloud SIN 518210C Cloud Migration QASP Template and modify accordingly for agency specific requirements.

Federal, state, local, territorial, tribal agencies, and non-governmental organizations can use the Cloud SIN. Some organizations may be eligible to use Cooperative Purchasing and Disaster Purchasing programs. If you aren’t sure, check your eligibility.

Sell through MAS

Cloud service providers who have a cloud service offering used by the federal government should review FedRAMP authorization requirements. 

Current contract holders can submit a modification to add a SIN in the eOffer/eMod portal. If you’re new to MAS, follow the MAS Roadmap guidance for preparing and sending an offer.

Additional terms and conditions

Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.

Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."

Per diem localities with county definitions shall include"all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."

When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
