GSA DELEGATIONS OF AUTHORITY

 

SUBJECT: Delegations of Authority Manual, Chapter 6, Office of Government-wide Policy (OGP)

1.  Purpose. This Order updates and revises Chapter 6, ADM 5450.39D, GSA Delegations of Authority Manual to add Part 4.  In addition, a new paragraph, 1.g. is added to Part 1 of Chapter 6.

2.  Cancellations. This Order cancels and supersedes ADM 5450.39D, Chapter 6, CHGE 12, dated October 18, 2018. 

3.  Nature of Revision. The addition of language to Part 4 of the General Services Administration (GSA) Delegations of Authority Manual to implement the Foundations for Evidence-Based Policymaking Act of 2018 (“Evidence Act”) that requires Federal agencies to undertake a number of activities to build and use evidence. These include establishing an Evaluation Officer position; developing a multi-year Learning Agenda and an Annual Evaluation Plan; completing a capacity assessment; and implementing an agency-wide Evaluation Policy. Implementation of the Evidence Act offers an opportunity to improve how agencies plan to build and use evidence and better align performance, budget, strategic planning, policymaking, data, and evidence-building activities across the Federal Government. In addition, a new paragraph 1.g is added to Part 1 of Chapter 6. 

4.  Delegation of Authority. I hereby delegate the authorities contained in the attached document to the Associate Administrator of the Office of Government-wide Policy (OGP) and direct the attachment be included as Chapter 6 of the GSA Delegations of Authority Manual.
