Government works best when it works for everyone. We're dedicated to delivering for all of America's communities through our work at GSA and alongside our federal partners across government. GSA's Equity Action Plan is a set of public commitments to advance diversity, equity, inclusion, and accessibility through our mission delivery. It focuses on high-impact service areas where GSA leads (see below). The plan responds to the Executive Order that President Biden signed on his first day in office, directing agencies to take concrete steps to address systemic challenges facing underserved communities.

Advancing Equity and Increasing Supplier Diversity in Federal Procurement
Small Disadvantaged Businesses (SDBs) face disproportionately unfair obstacles and negative impacts when they compete for federal government contracts and obligations. Since we oversee about $75 billion in annual contracts, we can help SDBs overcome these challenges. Federal procurement is complex; the challenges that SDBs face reduce their chances of succeeding and reinforces the federal marketplace's systemic economic disparities. We work to reduce barriers and improve SDB outcomes at critical stages of the federal contracting lifecycle. Our goal is to increase overall contract dollars awarded to underserved and disadvantaged communities.
The Supplier Diversity And Equity Action Plan [PDF - 125 KB] outlines GSA's approach to supplier diversity, supporting the Administration's overall goal of increasing SDB's spend by 50% over the next five years.

Advancing Equity and Accessibility in Federal Technology
Inequities in technology design and delivery harm those from historically and socially marginalized communities. Those who most need government services often have the most difficulty accessing them.
Some examples of this difficulty include services not near public transportation, necessary websites not geared toward smartphone access, and vital information not translated into the community's languages.
Our top governmentwide technology services and solutions serve millions of end users every year. We are dedicated to actions that
- make equitable user experience a core design principle,
- reduce algorithmic bias,
- improve digital accessibility, and
- modernize how we deliver government services to the American people.
For example, the government is working to accelerate broadband deployment in rural America and enable sustainable rural broadband infrastructure projects. GSA collects data from federal property managing agencies that have received requests to locate broadband facilities on federal property and publishes quarterly reports. [DOCX - 87 KB]

Advancing Civil Rights and Access to Federal Resources
GSA will conduct civil rights compliance reviews of the largest recipients of federal surplus property to verify that their programs and activities are similarly accessible to the state and local public they serve.
