IMPORTANT: Class deviation removes trade agreements exception from AbilityOne, Federal Prison Industries
On Friday, August 14, 2026 GSA’s Senior Procurement Executive signed Class Deviation CD-2026-03, which removes the exception to the Trade Agreements Act for AbilityOne Participating Nonprofit Agencies and Federal Prison Industries, Inc. Removal of the exception helps to reduce the risk of Chinese-made products entering the Government’s supply chain. The deviation applies to all GSA acquisitions, including the Federal Supply Schedule, Multiple Award Schedule, and BPAs. It does not apply to GSA assisted acquisitions funded by other agencies.
