Quality Services Management Office

The Office of Management and Budget (OMB) recently released an updated approach to Cross-Agency Priority Goal #5, Sharing Quality Services, as part of the President’s Management Agenda. OMB also released Memorandum 19-16, “Centralized Mission Support Capabilities for the federal government” which implements many of the principles in the new approach. GSA has been pre-designated as the QSMO for Civilian HR Transaction Services.

GSA is named the QSMO for Civilian HR Transaction Services, to include operational support for: Talent Acquisition, Talent Development, Employee Performance Management, Compensation, and Benefits Management.

GSA is tasked with planning for the future set of solutions for Civilian HR Transaction Services. We are now beginning the planning to bring a set of technical expertise and business solutions to the government that allow the federal government to leverage its collective buying power and drive commonality. The first move in this space is the NewPay initiative which was awarded last fall to address aging and outdated payroll technology. GSA also recently received a $20.65 million award from the Technology Modernization Fund for the implementation of NewPay.
