Modernization and expansion

Scheduled completion
- The 2009 project was re-evaluated in 2011 and replaced by a Port Refresh Project.
- In December 2016, GSA partially funded a joint study with Maine DOT and New Brunswick DOT on an international bridge study for Madawaska and Edmundston. Twelve alternatives were identified, conceptually developed, and evaluated. The preferred alternative location selected for the Madawaska LPOE is a parcel of land, to the west of the existing LPOE and the Twin Rivers facility, that is currently owned by the U.S. government. The preferred corridor for the new International Bridge connects the USA-owned property to the existing Edmundston Port of Entry (POE), as the PSPC and the CBSA noted that the POE was adequate for the foreseeable future and there are no plans to modify or expand it (MDOT, et al., 2018).
- The GSA project team awarded a Phase 2 Feasibility Study, Pre-Design, and Bridging Contract Documents contract for a Design Build Bridging delivery method in April 2018.
- Joint (MDOT, NBDTI and GSA) Bridge Feasibility Study: January 2017 — May 2018
- Phase 2 Feasibility Study and Supplemental NEPA Actions: April 2018 — Winter 2020
- Pre-Design and Bridging Contract Documents: Fall 2018 — Fall 2020 (update)
- Design Build Bridging (DB-B) Team Award: The team awarded a $44,507,000 contract for the design and construction to J&J Contractors, Inc., a small business based in North Billerica, Massachusetts.
- Construction Start: Summer 2021
- Ground Breaking: Fall 2021
- Project Completion: The multiple U.S. and Canadian partners involved in this complex project are working to substantially complete the port by mid-January 2024. It is anticipated that traffic will be able to use the port in mid-March 2024.
