Richford Land Port of Entry, Vermont
The project scope includes the modernization of the Land Port of Entry (LPOE) to meet the program of requirements of space and facilities in support of Custom and Border Protections (CBP) agency missions at the international border, between Richford, Vermont and Abercorn, Quebec. The current facility no longer meets the CBP’s current LPOE design standards. The project will help improve traffic flow, enhance security, and facilitate trade and travel in the region. The project will include the use of low embodied carbon material and will be designed as a fully electric facility and be net zero ready. Interior upgrades will include an officer work area, secure hold and inspection area, and upgraded mechanical, electrical and plumbing utilities. Exterior upgrades will include traffic lane improvements, mechanical gates and guardrails as well as bullet rated officer inspection booths. These upgrades will increase officer safety as well as increase the efficiency of inspections of commercial and noncommercial traffic.

Current status
A Pre-Design services contract was awarded to Smith-Miller & Hawkinson Architects July 19, 2023. Full award of concept design, design development and construction documents is anticipated for January of 2024. The acquisition of the National Environmental Policy Act (NEPA) contractor was awarded March 27, 2023 to WSP USA Solutions. Wetland delineation was completed in October of 2023 as well as topography and utility surveys. Phase 1 site assessment is anticipated for November 2023. Public scoping meetings are anticipated for Spring of 2024.
Environmental review
The acquisition process to bring on a contractor to assist with the National Environmental Policy Act (NEPA) process was awarded in March of 2023.
